Senate Passes 21st Century ROAD to Housing Act
March 14, 2026
The U.S. Senate passed the bipartisan 21st Century ROAD to Housing Act on March 12, 2026, a comprehensive legislative package aimed at addressing the national affordable housing crisis by expanding housing supply, reducing regulatory barriers, and improving access to mortgage credit. This legislation includes provisions to streamline federal housing programs, support rural and veteran homebuyers, limit large investor purchases of single-family homes, and incentivize local housing development without new mandatory federal spending. The bill now awaits consideration by the U.S. House of Representatives.
- The Act directs federal agencies including HUD, USDA, and VA to revise regulations and promote best practices to facilitate affordable home construction and mortgage access.
- Procurement professionals should anticipate increased demand for construction, housing development services, and program implementation support aligned with the Act’s provisions.
- Contractors and developers can leverage expanded opportunities in rural housing, disaster recovery, and Opportunity Zones as the legislation encourages private investment and streamlines permitting.
- The legislation’s focus on reducing red tape and empowering local communities signals a shift toward more flexible, market-driven housing solutions, impacting federal housing program solicitations and funding allocations.
There is no doubt our nation faces an affordable housing crisis, and for many hardworking individuals and families, the American Dream of homeownership is completely out of reach. As Chair of the Housing, Transportation, and Community Development Subcommittee, advancing this legislation reaffirms my commitment to exploring innovative ways to increase the country’s housing stock, while eliminating costly leftwing regulations and streamlining longstanding inefficiencies within our federal housing agencies. I’m pleased to join my colleagues in advancing critical legislation that includes several of my priorities to empower more Americans and Alabamians with the opportunity to own a home.
— Senator Katie Britt
South Carolina has not been immune to this trend. As one of the fastest growing states in the nation, it is critical that the supply of housing is vastly expanded across South Carolina to meet our state’s growing needs. This legislation helps meet that need, and I’m glad it passed overwhelmingly.
— Lindsey Graham, U.S. Senator
Housing shouldn’t be out of reach for working Americans. People are holding down two or three jobs and still can’t afford their rent or to buy a home. We need to kick our efforts into overdrive. Let’s build more homes, expand loan support to veterans, and ultimately lower the cost of housing for millions of families.
— John Hickenlooper, U.S. Senator
