Whatcom County Advances Flood Mitigation Projects
March 18, 2026
Whatcom County has initiated significant flood mitigation efforts following severe flooding events in 2021 and 2025. The county council approved a $752,159.46 contract awarded to WSP USA, Inc. for engineering and design services on the Everson-Nooksack berms project, funded by a HUD Community Development Block Grant through the Washington State Department of Commerce. Concurrently, nearly $4 million in FEMA Hazard Mitigation Grant Program funds were released to elevate 16 properties in Sumas, Ferndale, and Everson to reduce future flood risks. These coordinated federal and state-funded initiatives reflect a strategic focus on infrastructure resilience and disaster risk reduction in Whatcom County, Washington.
- Why this matters: Procurement professionals should note the integration of HUD and FEMA funding streams supporting flood mitigation infrastructure and property elevation projects.
- The awarded engineering contract to WSP USA, Inc. highlights opportunities for firms specializing in flood risk assessment, civil engineering, and design services.
- Contractors and vendors can anticipate further procurement activities related to flood control infrastructure and property mitigation in the region.
- Agencies and stakeholders should consider the implications of multi-agency funding coordination and compliance requirements tied to federal grants in disaster recovery efforts.
I am glad the Federal Emergency Management Agency (FEMA) released funds to protect Whatcom County homes from future devastating floods.
