Senate Passes 21st Century ROAD to Housing Act
March 13, 2026
The U.S. Senate has passed the bipartisan 21st Century ROAD to Housing Act, a comprehensive legislative package aimed at expanding affordable housing supply, streamlining federal housing regulations, and improving homeownership access nationwide. This landmark bill includes provisions to modernize rural housing programs, restrict institutional investors from acquiring single-family homes, increase FHA loan limits for manufactured and accessory dwelling units, and enhance veterans' housing benefits. The legislation now moves to the House of Representatives for consideration, signaling significant upcoming changes in federal housing procurement and program administration.
- Why this matters: Federal agencies such as HUD, USDA Rural Housing Service, and VA will see updated program requirements and expanded funding opportunities impacting housing construction, repair, and financing initiatives.
- Procurement professionals should anticipate streamlined environmental and regulatory compliance processes that may accelerate project timelines and reduce administrative burdens.
- Contractors and developers specializing in affordable, rural, manufactured, and veteran housing should evaluate new opportunities arising from increased loan limits and expanded federal support.
- Organizations involved in housing inspections, appraisal services, and grant administration may experience increased demand due to reforms targeting workforce shortages and program efficiency.
ROAD to Housing takes meaningful steps to address these challenges head on: modernizing local development and rural housing programs, streamlining burdensome federal red tape, supporting the innovative work many communities are undertaking to increase supply, including with manufactured housing, encouraging investment in housing, improving access to lending, expanding tools that can help families repair homes and maintain Alaska’s existing housing stock, and helping more veterans make use of the housing benefits they’ve earned.
— Sen. Dan Sullivan
New Hampshire’s housing needs have reached a crisis point, and it is critical that we do all we can to increase the supply of affordable housing and lower costs on everything from rent to repairs. I am glad that the Senate has passed legislation I co-led that will strengthen and expand a critical federal loan program to provide assistance to middle-class homeowners. This will allow families to afford essential improvements and repairs and remain in their homes. I’ll keep pushing to pass this legislation in the House, and I remain committed to working with anyone to deliver for New Hampshire and ensure that homeownership stays a reality for every hardworking Granite Stater.
— Congressman Chris Pappas
As Donald Trump’s chaotic agenda raises costs for working families on everything from housing to gas prices to health care, we need thoughtful action to help ensure people have access to safe, affordable housing. 21st Century ROAD to Housing is an important step to meaningfully modernize our outdated housing system.
— Alex Padilla, U.S. Senator
