ICE Replaces Contractor at Fort Bliss Detention Center
March 18, 2026
U.S. Immigration and Customs Enforcement (ICE) has terminated its $1.2 billion contract with Acquisition Logistics LLC for operating the Camp East Montana immigrant detention center near Fort Bliss, Texas, due to serious concerns over detainee living conditions, medical care, and compliance failures. ICE awarded a no-bid 180-day contract to Amentum Services Inc. to ensure uninterrupted operations while implementing operational upgrades, enhanced medical services, and increased staffing. Concurrently, the Department of Homeland Security (DHS) expanded detention capacity by purchasing a $145.4 million warehouse in Salt Lake City and awarded a $10.4 million contract to GEO Transport, Inc. for detainee transportation services in the area. These actions reflect DHS and ICE efforts to improve detention facility management and expand infrastructure amid ongoing scrutiny and operational challenges.
- Contract transition: The no-bid 180-day contract to Amentum Services Inc. highlights the need for rapid operational transition capabilities and adherence to regulatory standards in detention facility management.
- Facility upgrades: Procurement professionals should note the emphasis on improved medical care, staffing, and oversight at Camp East Montana, signaling potential future contract opportunities for service providers specializing in detention operations and healthcare.
- Infrastructure expansion: DHS's acquisition of a large warehouse in Salt Lake City for detention use and the related detainee transport contract indicate growing investment in industrial property and logistics services for immigration enforcement.
- Risk and compliance focus: The termination of a major $1.2 billion contract due to compliance and care issues underscores the importance of contractor performance monitoring and risk mitigation in large-scale detention contracts.
The contractor must demonstrate the capacity for rapid operational transition and sustained adherence to all regulatory and performance requirements, thereby safeguarding public safety and supporting national enforcement priorities.

Camp East Montana should have never opened. The $1.24 billion cost for this facility could have been used for healthcare, nutrition programs, and a litany of other things to improve our society and our country.
