Minnesota and Massachusetts Advance Major Bridge Projects
March 11, 2026
The City of Duluth, Minnesota, is set to begin a $23.3 million rehabilitation of the historic Aerial Lift Bridge starting in late 2026, funded entirely through federal, state, and local grants with no cost to local taxpayers. This multi-year project will focus on structural repairs, repainting, concrete restoration, and sidewalk replacement to ensure the bridge's safety and longevity for the next century. Concurrently, Massachusetts is progressing toward environmental clearances for the Cape Cod Bridges overhaul, with the Sagamore Bridge replacement secured by nearly $1.7 billion in federal funding, including a $993.1 million Bridge Investment Program grant. Procurement and construction planning for the Sagamore Bridge are advancing, with construction expected to begin in 2027, while the Bourne Bridge replacement awaits additional funding and permitting completion expected by summer 2026.
- These projects represent significant infrastructure investments requiring extensive procurement planning for construction, engineering, and environmental compliance services.
- Procurement professionals should prepare for upcoming solicitations related to bridge rehabilitation and replacement, including potential subcontracting opportunities.
- The fully funded Duluth project offers a model for leveraging multi-level government grants to minimize local taxpayer burden.
- Massachusetts agencies and contractors should monitor environmental permitting milestones and funding developments to align bidding strategies for the Bourne Bridge replacement.
The Aerial Lift Bridge is not just any bridge 6 it's arguably THE most iconic bridge in all of Minnesota. It 2s also a critical gateway for the shipping industry, as well as a critical transportation and utility connection to over 2,500 Duluth residents and 1,000,000 annual visitors.
— Roger Reinert, Mayor of Duluth
We expect that all environmental permitting for both the Bourne and Sagamore bridges ... will be completed by the end of this summer.
— Jonathan Gulliver, Massachusetts highway chief
At that time, we will be progressing this project, with shovels in the ground hopefully in 2027.
