State & Local Meeting
Cleveland Heights Special Council Committee of the Whole February 10, 2025
February 10, 2025
The City of Cleveland Heights held a special Council Committee meeting on February 10, 2025, focused on presenting and discussing the Archer salary and compensation study. The study aimed to update the city's outdated 2018 salary structure by evaluating internal job equity and external market competitiveness for non-bargaining positions. Archer Company conducted a comprehensive job evaluation and salary survey across 47 benchmark jobs, integrating internal job evaluation scores with external market data to develop a competitive pay plan. The proposed pay plan includes 25 pay grades with a 40% salary range spread, designed to meet market midpoints while considering the city's financial constraints. Implementation of the plan would cost approximately $277,000 in the first year to bring employees up to minimum pay grade levels, with a progression plan to reach midpoints over seven years. The council discussed details such as job classifications, salary progression, budget impacts, and the need for further data on salary allocations by position and department. The meeting concluded with plans to provide additional detailed reports and a move into executive session.
