The County of Volusia held an emergency meeting to declare a local state of emergency in response to the approaching Hurricane Matthew. Officials emphasized the seriousness of the storm, forecasting sustained hurricane-force winds and significant impacts including storm surge and power outages. The council approved the emergency declaration to enable coordinated response efforts, including opening multiple emergency shelters, some pet-friendly and specialized for special needs. County offices were planned to close to allow employees to prepare or assist with emergency operations. Officials urged residents, especially those in coastal and low-lying areas, to evacuate voluntarily, highlighting that emergency services would be limited once winds reached 40-45 mph. Communication efforts included public information lines and coordination with municipalities and the state. The meeting also addressed concerns about supply availability and price gouging, encouraging residents to prepare for at least 72 hours of self-sufficiency. The council canceled the next regular meeting and planned to schedule special meetings as needed during the emergency period.
