Public Works & Transportation Committee - 10/14/2025 - Agenda Item D2 -Purchase Orders with WEX Bank
October 14, 2025
The City of Oxnard's Public Works & Transportation Committee discussed and recommended approval for the city council to authorize the purchasing agent to execute annual purchase orders with WEX Bank. The contract spans an initial term of 3 years and 7 months, from December 7, 2025, through June 27, 2029, with options to extend for three additional one-year terms, not to exceed a total of $27.5 million. This agreement supports the city's fleet services, which manages and maintains nearly 1,000 vehicles and equipment, including fueling and fuel card programs. The WEX fuel card program, initially approved in 2019, enables efficient fuel purchases across multiple fuel types and supports electric vehicle charging at public stations. The program has improved operational efficiency, reduced administrative burdens, and provided enhanced oversight through a web-based portal with detailed transaction controls. The contract utilizes a Sourcewell cooperative contract, ensuring compliance with procurement laws and achieving cost and time savings by avoiding new RFP processes. Financially, the city has seen an approximate 11% reduction in fuel costs compared to the previous fiscal year, with ongoing budget requests planned for future years to accommodate fuel and EV charging needs.
