# 11/06/26 Study and Formulating Committee

The Metro Nashville Study and Formulating Committee met on November 6, 2026, to discuss pension and employee health benefits. The committee unanimously recommended a one-time tiered COLA for Division B retirees: 1% for those retired fewer than five years, 2% for five to 15 years, and 3% for more than 15 years. The estimated effect is a $28.9 million increase in pension liability and a $3 million annual contribution increase, with the liability funded over 15 years. The recommendation will go to the Employee Benefit Board for consideration.

Metro’s finance director reported that health-insurance premiums are expected to rise 16.8% effective January 1, 2027, and that the self-insured plans’ fund balance has fallen from $96 million to a projected negative $3.5 million by year-end 2026. She requested removing the out-of-pocket maximum from Metro Code and creating a lower-cost medical plan option so the Benefit Board can adjust plan design; no recommendation on those changes was adopted, but the committee voted to bring the out-of-pocket maximum issue back for reconsideration at its November 23 meeting. Members also discussed future review of infertility and weight-loss medication coverage, wellness initiatives, and whether certified teachers could participate in Metro’s health plans. No procurement activity was identified.
