# Transportation Mobility Advisory Committee Meeting - October 27, 2026

The City of Bend Transportation Mobility Advisory Committee met on October 27, 2026, to review transportation bond funding and prioritize potential capital projects for a future recommendation to City Council. Staff reported approximately $28 million in unallocated bond funds, with about $9 million proposed to remain in contingency until early winter 2027, leaving roughly $19 million for additional projects. The overall bond-and-grant investment picture was approximately $243–244 million. Discussion focused especially on a possible city contribution toward the ODOT-led US 97/US 20–Empire project: $1.45 million is already allocated from the bond, and ODOT has $5 million programmed. The committee explored whether to recommend as much as $10 million in additional city bond funding, subject to clarifying what improvements that commitment would support and how the funding gap would be addressed. Staff estimated the overall project at roughly $20–30 million and said additional state funding may be needed.

Other projects considered included $6 million to construct Hawthorne Bridge connections, $3 million per year for the Neighborhood Street Safety Program through the final three years of the bond program, Colorado Avenue corridor or interchange improvements, Reed Market/Third Street, and Boyd Acres corridor options estimated at about $8–13 million. Preliminary polling showed the strongest alignment around building on existing ODOT work, setting clear conditions on any Empire contribution, and maximizing projects delivered with available funding; views on several specific project alternatives remained divided. These were advisory polls, not formal funding approvals or contract awards, and no procurement award or spending motion was recorded. The committee planned further scenario review before providing a recommendation for a City Council work session expected in January. Public commenters also raised safety and walkability concerns about proposed multi-lane roundabouts and suggested a Reed Market Road median/emergency-lane concept.
