# Sioux Falls City Council Meeting | November 4, 2026

The Sioux Falls City Council meeting on November 4, 2026, approved a 7–0 ordinance adjusting public parking fee caps and citations, including monthly parking leases (cap rising from $87 to $100), hourly rates ($1.50 to $2), and meter-bag fees. An amendment, also approved 7–0, provides for annual CPI-based fee-cap adjustments beginning January 1, 2028, with public notice and City Council notification at least 60 days before increases take effect. Staff said the parking system is self-funded and cited rising operating costs; the changes are intended to support its finances while allowing lower all-day rates in two downtown ramps. No parking contract or vendor award was made. The council also advanced a park improvement supported by a $500,000 donation: enhancements to the indoor playground at Frank Olson Recreation Center, to be named Margie’s Treehouse Playground for 10 years. Design is targeted for completion by year-end, with bidding planned for January 2027; related spending authorization was also advanced.

Other actions included deferring the Smoke N Deals package-liquor-license renewal to November 16 for additional information, approving transfer of a package license from Lewis Drug to Sanford Medical Center, and approving a $3,305 annual assessment for maintenance of the East 21st Street median. The council advanced amendments to discretionary tax-reduction programs, including a requirement that at least 75% of qualifying industrial buildings serve eligible uses, adding cybersecurity as a targeted industry, and standardizing applications before building permits. It also authorized participation in additional PFAS-related class-action settlements and continued legal claims, without specifying settlement amounts. Annexation of the Eckert Addition was approved; a representative described a proposed travel plaza as a possible first phase, but no development plan or procurement was approved.
