# Budget, Governance & Intergovernmental Relations Committee - November 5 2026

The City of Charlotte Budget, Governance & Intergovernmental Relations Committee met on November 5, 2026, to discuss the I-77 South express lanes project and the city’s state and federal legislative agenda. Staff presented a proposed joint city–NCDOT working group to help shape and monitor a final community benefits plan. The preliminary plan calls for at least $300 million in reconnecting-community investments, including cap-and-stitch treatments and neighborhood, housing, small-business, recreation, and environmental initiatives; the agreement also codifies at least $100 million in supplemental transportation funding. At least $150 million of community benefits is expected to be provided in cash at financial closing. Council was scheduled to consider a resolution establishing the working group on November 9.

NCDOT plans a multi-round RFP process in which four development teams will compete, with community-benefit proposals included in the procurement and a final RFP targeted for late summer or early fall 2027; no contract award was made at this meeting. Members discussed the working group’s composition, community representation, oversight, and timeline. The committee also approved moving the legislative agenda forward with amendments addressing public education, Powell Bill formula funding, court-system staffing, and data-center water and energy reporting and protections for residential customers. The vote was unanimous among those voting.
