# 11-5-2026 Special Magistrate

The City of Homestead Code Compliance Special Magistrate hearing was held November 5, 2026. The Special Master approved the October 15 minutes and heard civil citations, new violations, and affidavits of noncompliance. Most cases involved unpermitted construction, property maintenance, waste disposal, vehicles, and business or water-service violations. Several cases were found in violation but given additional time—generally 7 to 60 days—to comply; some carried an $80 administrative fee, and repeat or unresolved violations could accrue fines of $250 per day. Cases already brought into compliance were sometimes adjudicated without a fine to establish a record for future repeat violations.

Specific rulings included a reduced $300 fine plus an $80 administrative fee for a prolonged noise disturbance, a reduced $200 fine for improper garbage disposal, and a $150-per-day fine for a business-license violation accruing from September 23 through October 15. Other cases retained or imposed $500 citation balances, or set future daily fines if compliance deadlines were missed. The transcript also contains lengthy material from unrelated City Council, planning, and CRA meetings; no procurement activity is identifiable in the November 5 special magistrate proceedings summarized here.
