# November 5, 2026 Planning and Zoning Committee

Waupaca County Planning and Zoning Committee meeting, November 5, 2026: The committee unanimously approved a conditional use permit for Anthony Young to place a home on an approximately 2.325-acre agricultural parcel, subject to land-use and building permits and a septic-system evaluation. It also approved two zoning-map amendments: a rural-commercial-to-rural-residential change to facilitate a boundary adjustment, and an agricultural-retention-to-rural-residential-overlay change for a 2.5-acre parcel split. The committee reviewed neighboring counties’ fee schedules but made no fee changes, noting county fees had been raised the prior year. Members also discussed forming a five-member work group, with alternates, to review ordinance provisions for co-digesters; the committee would appoint members and bring the group’s work back through the established ordinance process.

Procurement and funding discussion centered on county transportation services. Staff said vehicles acquired through the federal 5311 program cost about $83,000 each after wheelchair-accessibility modifications, with the program covering approximately 80% of the cost; one vehicle was in service and two more were expected by late November or early December. Staff also discussed a potential specialized-medical-transportation partnership and possible in-kind contributions of more than $200,000 that could help cover the local match, with an estimated combined match benefit exceeding $400,000 if arrangements are finalized. The related grant application deadline is December 15, and staff planned follow-up discussions with Human Services. The committee also discussed a proposed solar and battery-storage project and a joint development agreement; no contract award or procurement vote was taken. Staff estimated annual statutory payments associated with the project at roughly $460,000 for the county.
