# Special Meeting

At the November 5, 2026, Baldwin Park City Council special meeting, staff reported that SGV Habitat for Humanity had not submitted project activity or invoices to support spending the $275,000 in ARPA funds allocated for property acquisition and rehabilitation. The funds must be used by December 31, 2026, or the City may have to return them and could risk future funding. Council members expressed support for reallocating the money rather than waiting for Habitat, which had indicated it could not spend it by year-end. Staff described the ARPA funds as flexible within the City’s eligible project commitments.

Council consensus directed staff to prepare to use the $275,000 for City facility renovations, including HR offices on the third floor and possible lobby and balcony-area work. Staff said it had begun planning for these options. This was direction to proceed, not a formal reallocation vote: the City Attorney is to review the agreement, staff is to contact Habitat, and a formal action is expected at a subsequent meeting. The meeting also included updates on Habitat’s Torch project and its entitlement and construction-document processes; no contract award or vendor selection was made.
