# Planning & Zoning Commission November 4, 2026

The Carroll County Planning & Zoning Commission met on November 4, 2026. The main procurement- and capital-related discussion covered the Patapsco Regional Greenway. Staff described a proposed Henriton Road Bridge Spur, currently in 30% design, and said the consultant estimates construction could cost approximately $3–6 million. A $113,000 county CIP request has been proposed for final design, representing about 20% of an estimated $565,500 design cost; staff is exploring grants that could cover up to 80%. No funding award or procurement vote occurred. The commission also received an overview of landscaping requirements and discussed stronger developer-bond retention and enforcement, particularly for solar projects. Members asked staff to provide the previous and current code language on bonding and to explore enforceable compliance timeframes; no formal action was taken.

The commission reviewed proposed self-service-storage zoning amendments and agreed the draft was largely ready, but asked staff to return with options addressing the effect on eight existing facilities, including possible grandfathering language. The item is expected to return November 17. Cluster-subdivision amendments were deferred to the December 2 meeting so the consultant can present and all members can participate. The commission gave informal support to minor bylaw revisions for formal consideration on November 17, reviewed proposed 2027 meeting dates, and noted that chair, vice-chair, secretary, and clerk selections are also scheduled for that meeting. No contract awards or vendor selections were made.
