# Affordable Housing Advisory Committee (AHAC) Meeting - 11/3/2026 3:00PM

The City of Bend Affordable Housing Advisory Committee met on November 3, 2026. Staff reported on housing production and city incentives, including 82 ADUs and 84 expedited affordable-housing applications in 2026, and reviewed completed and pipeline developments that used city affordable-housing funds, CDBG, system development charge exemptions, expedited permitting, and property-tax exemptions. The committee also discussed an RFP involving surplus city land of approximately six acres for affordable housing. Members will review applications using criteria covering project capacity, funding and budget feasibility, affordability, and community benefit, with council-directed priorities including affordability periods of at least 60 years, lower AMI households, supportive housing, and accessible units. No land disposition or applicant selection was approved at this meeting.

Staff presented the HUD Section 108 loan program as a possible way to leverage future CDBG allocations for larger projects. The city’s potential borrowing capacity was described as about $2.9 million, based on an annual CDBG allocation of approximately $588,000; staff noted repayment obligations, administrative complexity, and the risk to the city if a borrower defaults. The committee expressed interest in further fact-finding, but took no formal vote to apply. Staff also reported that the city had applied for $5 million in Pro Housing funds, with results expected November 12. The committee approved the September minutes; no contract awards or other procurement spending decisions were made.
