# Durham Joint City County Planning Committee (JCCPC) - November 4, 2026

The Durham Joint City-County Planning Committee (JCCPC) met on November 4, 2026, with its primary agenda item an update on potential land-use regulations for data centers. Planning and development staff presented options for amendments to the Unified Development Ordinance (UDO), including requiring new data centers to undergo a public, legislative development-plan review; limiting eligible zoning districts; and considering standards for size, separation from sensitive uses, buffering, noise, water and power-use disclosures, backup systems, annual reporting, and decommissioning. The discussion followed city and county data-center moratoria previously adopted and extended; staff aims to bring draft text to the committee in December, before the moratoria expire in May. No data-center ordinance or procurement action was approved at this meeting.

Committee members asked staff to research industry practices, existing facilities, urban-versus-county standards, possible size thresholds and expedited review options, and impacts involving water, energy, emissions, and RTP. Staff said legislative review could take six to eight months and would return with draft language and options. The committee also discussed expanding fiscal-impact analyses from annexations to rezonings, but no funding allocations or purchases were identified. The committee approved the October 7 minutes and a motion excusing an absent commissioner; these actions did not concern spending or procurement.
