# Summit Common Council Meeting: November 4, 2026 LIVE

At its November 4, 2026 Common Council meeting, the City of Summit approved several budget and procurement-related actions. Council unanimously approved a year-end transfer of operating-budget funds from administrative and finance wage lines to cover higher-than-anticipated fuel, services, maintenance, and engineering costs. It also approved hiring tax appeal counsel for 2027 at $180 per hour, not to exceed $80,000. Council approved an extension for the Parkline project so trust funds would remain available for the contract payment; the city had received three bids following a second request for proposals. The consent agenda, which included authorization to advertise bids for a sidewalk project on Springfield Avenue, was approved. Council also introduced an ordinance to renew the Carter House lease with the Summit Historical Society for a proposed 20-year term through 2046; this was an introduction, not final approval.

Council adopted an amendment to the city’s drone ordinance, clarifying local rules on launching and landing drones on public property while removing provisions that conflicted with FAA jurisdiction. Members also noted a December 8 capital-budget workshop to review potential 2027 investments and purchases. Public comments raised concerns about a proposed Our House affordable-housing site on Edgewood Road, including environmental, access, drainage, and community-engagement issues; no related spending or procurement decision was made at this meeting.
