# City Council Working Session | November 4, 2026

The City of Sioux Falls City Council held a working session on November 4, 2026, to discuss proposed legislative priorities for the 2027 South Dakota session. Priorities included support for re-entry services—such as felon-friendly housing, job training, parole supervision and triage access—additional water capacity, and reclassifying 911 telecommunicators in the state retirement system. For water planning, the Council was asked to support a $750,000 Dakota Main Stem funding request for engineering and assessment. Public Works described the city’s roughly 40-year water-supply outlook and its consideration of regional systems, conservation and well capacity. No procurement, contract award or purchasing decision was identified.

Council members discussed clarifying the scope and funding needs of re-entry programs and the approval process for the 911 retirement-system change. They also raised potential legislative priorities concerning a longer interval before municipal runoff elections and consistent “pay your own way” treatment for data-center development. Staff plan to develop a resolution for Council consideration in early December. A motion to enter executive session regarding legal advice and pending or proposed litigation or contractual matters passed by roll-call vote; no spending action was taken.
