# City Council, November 4, 2026

The Shakopee City Council meeting, including an Economic Development Authority (EDA) meeting, was held November 4, 2026. The Council approved the consent agenda, including final acceptance and payment for the Lewis Street and 2nd Avenue parking lot project, a proposal from Short Elliott Hendrickson for design and construction services for the 2027 downtown ADA, lighting, and tree rehabilitation improvements, and other infrastructure and utility items. It adopted final assessments for two completed street projects: $237,420.82 for Stagecoach Road reconstruction (final project cost about $3 million) and $324,446.08 for the 2026 12th Avenue pavement reconstruction (final cost about $1.168 million). Both assessments were calculated under the city’s policy, with property owners offered a no-interest payment option through December 4 before amounts are certified for repayment over ten years at 5.75% interest. The Council also accepted a $3,500 donation to establish a community-center membership scholarship fund.

The EDA approved a professional-services agreement with GZA GeoEnvironmental, not to exceed $130,000 plus $10,000 contingency, for an independent Mystic Lake Amphitheater sound and bass investigation and monitoring-system recommendations; equipment purchase and installation are excluded, with a preliminary estimate of $100,000–$150,000. It also approved Gensler change orders of $38,500 for Canterbury Southeast design work and $47,500 for Shakopee Gravel Pit marketing boards and video, funded from the site’s administration account. The EDA approved an amendment to the private redevelopment contract for the amphitheater parking parcel, including accelerated TIF-note repayment and a possible future developer buyback option; the existing agreement provides for public parking when the parcel is not reserved for events. In a data-center workshop, officials discussed utility capacity, environmental and neighborhood concerns, and developer contributions toward infrastructure; no new procurement action or policy decision resulted from that discussion.
