# Board of Supervisors Tues Mtg 11-03-26 · Special Districts & Tyler Technologies

At its November 3, 2026 meeting, the Lake County Board of Supervisors considered and approved, 4–1, an agreement with Tyler Technologies for Lake County Special Districts’ financial management, revenue management, and enterprise asset management software, replacing functions currently handled through CAMS. The motion authorized a software-as-a-service agreement not to exceed $141,575 and implementation services not to exceed $423,180; the implementation amount is garbled in the transcript as “$423,18.” The purchase uses a competitively bid Sourcewell contract. The Leosand board had unanimously approved its participation and will fund about 72.4% of the cost, with roughly 27.5% attributed to County funds. Staff said the asset-management system would address a state compliance notice related to sewer asset management and support utility billing, work orders, maintenance tracking, and infrastructure mapping. Full implementation is expected to take 12–18 months, with testing and parallel operation before CAMS is shut off.

Supervisors and the Treasurer-Tax Collector raised concerns about the County’s unfinished Workday implementation, unreliable integrations, data conversion, testing, and potential duplication or added costs. Tyler said the asset-management module can operate on its own, while staff maintained that the proposed modules replace CAMS functions Workday does not provide. The Board also approved, 4–1, an implementation oversight arrangement involving board representation and staff. These concerns did not prevent approval of the Tyler agreement.
