# Washington County Land Use Planning Commission Meeting, 11/04/26

The Washington County, Oregon Land Use Planning Commission held a work-session meeting on November 4, 2026. The commission received an update on county demographic, housing, and transportation data, including rising rents, affordability pressures, and a recent increase in single-unit building permits. Staff presented proposed Housing Facilitation Ordinance 920, which would amend county development rules to implement state housing mandates covering notice and appeal rights, middle housing, single-room occupancy, variances, land divisions, prefabricated structures, and design standards. Public comment raised concerns about protecting local workers and prevailing wages on housing projects; staff said those labor issues are outside the land-use department’s jurisdiction. The commission is scheduled to hold hearings on Ordinances 920 and 919 on November 18; staff expects to seek a recommendation on Ordinance 920 to meet a January 1 state deadline. No votes or contract awards occurred at this meeting.

Staff also noted that a December 2 meeting is expected to include an update on a request for proposals for amendments to the Community Development Code following the code assessment project. No RFP value, contract number, vendor, or procurement decision was provided. The commission was also told that staff would send a survey to help prioritize future work-session topics and that appointments to the commission were planned for January.
