# City Council Meeting - November 3, 2026

At its November 3, 2026 regular meeting, the Lubbock City Council unanimously approved a $5.678 million construction contract with MH Civil Constructors of Amarillo for Highland Oaks Municipal Water Distribution System improvements. The contractor was the lowest bidder and highest-ranked proposer among six submissions. The project is funded through assessments on Highland Oaks residents via a public improvement district, with total project costs expected to remain below $7.1 million. The city expects to issue notice to proceed by December 1, with construction limited to 240 days and a reported $1,500-per-day incentive for early completion.

Council also approved an ordinance establishing a resident-initiated process for paving unimproved alleys: city staff will manage design, engineering, bidding, and construction, while the petitioner must provide a $1,000 feasibility-study fee and collect the project’s full funding. The ordinance was amended to require consent from two-thirds of the block rather than every adjacent property owner; non-consenting owners are not required to pay. Council added discussion of large-scale data centers’ potential effects on public infrastructure to its legislative agenda. A subsequent charter-amendment work session was discussion only, with no votes taken.
