# Saco Planning Board Meeting - November 3, 2026

The City of Saco Planning Board met on November 3, 2026. The board approved prior meeting minutes and, by a 5–1 vote, deemed complete an application for a five-lot residential subdivision with an approximately 1,495-foot private road; members identified outstanding issues for staff and the applicant to address, including road maintenance, waste disposal, and site-specific assessments. A site walk was set for November 19. The board also discussed guidance from the city attorney that the board lacks authority to grant certain requested waivers under the zoning ordinance and related requirements.

The board opened and continued both public hearings unanimously. The 986 Portland Road (Cloverleaf Development) proposal includes 126 dwelling units, a commercial outparcel, and a solar array with battery storage. Maine coastal review approval and conditional Army Corps approval were reported, while the traffic movement permit and further city and technical reviews remain pending; the board raised questions about a gated road connection, agricultural buffering, battery safety, and the playground’s proximity to the battery equipment. The 335 North Street proposal is for a gas station, convenience store, and apartment; its traffic movement permit review is ongoing, and the board continued the hearing pending traffic analysis and possible design changes. No contract awards, purchasing decisions, or procurement-related budget allocations were identified.
