# BMA Meeting 11/3/2026

At the City of Kingsport Board of Mayor and Aldermen meeting on November 3, 2026, the board approved several infrastructure and technology actions. It awarded the Aquatic Center Phase Two renovation bid to Construction Partners LLC and the Senior Center port cochere addition bid to GRC Construction Services Inc.; approved a $660,195.99 agreement with LJA Engineering for sewer-basin inspection and engineering; and authorized $255,700 for Barge Design Solutions’ engineering work on water-treatment clarifier and sweep replacements. Other approved items included purchasing a Kubota excavator through Sourcewell and a Cat excavator from Stowers Equipment through a state contract, renewing Doppler’s utility-call response service, and contracting with Avero LLC for enterprise resource planning services for an amount not to exceed $3,758,172. The board also approved a $3.275 million Land and Water Conservation Fund grant, requiring a 50% match, for improvements at Bays Mountain and Brickyard parks; a $67,915.90 reimbursement to Landstar LLC; and amendments to TDOT project agreements, including extending the Island Road project agreement through June 30, 2027. Most recorded votes on these actions were unanimous, 6–0.

The board approved fiscal-year budget adjustments and discussed significant fiscal 2027 revenue pressure from property-tax reassessments, including an approximately $850,000 reduction in expected revenue associated with a large industrial property adjustment. The city said it would hold the tax rate at $1.67 rather than raise it to $1.70 and may need to delay filling vacancies, scale back some cash-funded capital projects, or use rainy-day funds. Other spending-related approvals included a $56,000 increase to the school nutrition services budget for employee bonuses and adjustments, and an agreement providing about $635,500 in state support and $158,875 in city funding for transit operations. The board also approved ordinances vacating streets on the Dobyns-Bennett campus and authorizing possible condemnation of easements for the Jack White Drive/Eastman Road intersection project if voluntary acquisition efforts are unsuccessful.
