# City of Grants Pass City Council Meeting November 4, 2026

The November 4, 2026, Grants Pass City Council meeting included land-use hearings and several spending-related actions. The Council unanimously approved, on first and second readings, ordinances annexing properties on Hudson Lane and amending their zoning to R-18 to enable future residential development. Staff said city sewer, water, stormwater, and street capacity was adequate based on the proposed zoning; any subdivision would require separate review, including traffic and fire-access requirements. The Council also unanimously approved waiving the planning application and hearing fees for a medical-hardship permit at 1140 Annabelle Lane; the fees listed were $975.25 and $550, respectively (a combined $1,525.25). No construction contract or development permit was awarded.

The consent agenda, approved with one dissenting vote, authorized the city manager to enter into agreements with Grants Pass School District No. 7 for school resource officer and school marshal services; no contract values or vendors were stated. A Teamsters-related resolution was pulled for revision and future consideration. Staff reported that the city is using its tourism budget for a technology-driven audit of short-term rentals, with a possible future supplemental budget and anticipated lodging-tax revenue effects. The Council also agreed to schedule consideration of a Christmas parade fee-waiver and sponsorship request for a later meeting. No procurement decision was made on automated license plate reader cameras; the Council said the issue would be discussed at a December workshop.
