# EPA Proposes Graphene Oxide Use Rules

The U.S. Environmental Protection Agency has proposed significant new use rules (SNURs) under the Toxic Substances Control Act for graphene oxide substances identified as PMNs P-25-29 and P-25-30, which are used as precursors for high-value nanomaterials. If finalized, manufacturers, importers, and processors planning uses that omit specified protective measures would have to notify EPA at least 90 days before beginning those uses. Comments on the proposal are due December 2, 2026, 27 days from November 5, 2026.

- Suppliers and contractors involved with these substances should review sourcing, exposure controls, wastewater handling, and hazard communication against the proposed protective measures.
- Companies that may use graphene oxide without those measures should account for the potential 90-day advance notification requirement if the rules are finalized.
- Affected businesses can submit comments to EPA by December 2, 2026, to address the proposed rules and their operational implications.
