# City Council Meeting 11-04-26

The City of DeBary City Council’s regular meeting on November 4, 2026, approved an additional $87,202.64 work authorization for C.W. Roberts Contracting, Inc. for the 2026 street resurfacing project. The additional cost covered resurfacing on a section of BioVista Street and replacement asphalt needed after brittle pavement was exposed during milling; funding will come from the current-year road resurfacing budget. This adds to the previously approved authorization of $873,442.45. Council also unanimously approved renewing the Team Volusia Cooperative Economic Development Agreement for FY 2026–27, at a city contribution of $15,207.98.

Council unanimously approved Resolution 2026-19 formalizing the city’s Trap-Neuter-Release partnership with Not Their Fault Feline Foundation; the city budgets approximately $5,000 annually for supplies, in addition to veterinary services. In a discussion of the Façade Improvement Grant Program, staff reported a $250,000 allocation from business tax receipt revenues, $24,922 in approved grants, and $2,115 disbursed to date. Council reached consensus to extend the program through 2027, expand eligibility to the full U.S. 17-92 corridor, and keep grant caps unchanged for that year; staff will return with an amended resolution, so no vote on those changes occurred at this meeting.
