# Tucson Mayor and City Council Meetings NOV 04, 2026

The City of Tucson Mayor and Council held a study session and regular meeting on November 4, 2026. Procurement- and spending-related actions included unanimous approval of a $4.2 million Department of Justice COPS Technology and Equipment award for replacement police vehicles and motorcycles. The city attorney said Tucson is accepting the award while reserving its position on certain grant conditions that are currently enjoined in federal litigation. Council also unanimously approved Industrial Development Authority bonds of up to $10 million for rehabilitation and preservation of 82 affordable housing units at Craycroft Towers and the Lee Street duplexes; the financing package includes $500,000 in Pima County gap funding and other federal housing funds. A lease with Seven Cities Coffee, doing business as XO Roast Co., was approved for approximately 6,999 square feet at the historic Fort Lowell Commissary; the property’s preservation involved Arizona State Parks grants and the Tucson Delivers bond package. Council also approved a 10% salary adjustment to the city attorney’s employment agreement.

The council directed staff, by a 6–1 vote, to refine the Landscape Advisory Committee plant list to focus on Tucson Basin-native plants and return through the Planning Commission for a public hearing; staff said this would pause the pending commercial rainwater-harvesting amendments while the broader work proceeds. The Living Landscapes Initiative also includes proposed commercial landscaping standards and development of residential low-impact-development standards, with no formal approval of those standards at this meeting. In an informational economic-development update, staff described work on an advanced-manufacturing strategy, regional and international partnerships, and potential investment opportunities, but no vendor or project award was made. The council also discussed city-county funding and coordination for domestic-violence services, including a future intergovernmental agreement; no new funding vote was taken on that item.
