# Transportation and Commerce Committee - November 4, 2026

The City of St. Louis Transportation and Commerce Committee met on November 4, 2026. The committee reviewed Board Bill 93, concerning the first amendment to the airport’s luggage-cart rental concession agreement with Smart Cart Incorporated. The agreement began December 1, 2021, and runs through November 30, 2028. The airport receives 60% of monthly gross receipts above $9,000; reported airport revenue was approximately $47,000 in 2023, $61,000 in 2024, and $74,000 in 2025. Airport staff said the service uses several vendor units, requires little capital infrastructure, and that Smart Cart had been the only bidder among roughly 15 airports they reviewed.

The committee adopted an amendment correcting a scrivener’s error in the bill’s identification of the lessee, by a 5–0 vote, then advanced Board Bill 93 as amended with a do-pass recommendation. The committee also approved the September 24 and October 27 meeting minutes after correcting the amount shown for Board Bill 51. No other procurement items were identified.
