# City Council Meeting 11/2/26

The Coon Rapids City Council meeting on November 2, 2026, included several procurement and infrastructure actions. On the consent agenda, the council approved a 2026–27 recycling-center staffing agreement with Atlas Staffing, including a 2% increase to contracted staff hourly wages, and waived $145 in license and background-investigation fees for Boy Scout Troop 212’s Christmas tree sales. The council also approved the city’s annual Anoka County agreement supporting the recycling center, described as its primary funding source and including more than $70,000 associated with service to nonresidents, along with potential facility enhancements. Other consent items included gambling-premises permits, receipt of the third-quarter financial report and electronic-payment schedule; the report noted higher debt-service spending due to early redemption of 2017A debt.

The council approved multiple agreements for Project 18-14, the Trunk Highway 610/East River Road interchange: a BNSF Railway right-of-way and construction/reimbursement agreement, MnDOT contract 106420, an amended Anoka County joint powers agreement (C00008381A) covering local participation, and a county right-of-entry agreement for demolition. Staff described $1.4 million in MnDOT-related funding for the BNSF agreement and construction engineering/change orders, within $10 million in trunk-highway funds authorized through special legislation; the BNSF arrangement includes a $1 million payment toward potential future bridge work. The council also received an update that the city is conducting due diligence on the Family Center Mall property and expects to take ownership in late January 2027, with no immediate operational changes anticipated for the existing business. CTN’s 40th anniversary proclamation and election security and community events were also discussed; no procurement action was taken on those topics.
