# 2026-08-25 - Recording - Fiscal Capacity Committee

The City of Phoenix Fiscal Capacity Committee met on November 3, 2026, to review the city’s general-obligation bond capacity, inflation-adjusted program sizes, delivery of the 2023 bond projects, and the general fund outlook. Members approved the August 18 meeting minutes. Staff reported substantial remaining constitutional debt capacity and compared potential 2028 bond program sizes, including $550 million and $575 million options. No bond amount was selected; the committee plans to revisit program-size scenarios at its next meeting and work toward a recommendation to City Council. Staff will bring a draft report for discussion. The ballot measure would cover the 2028 bond offering, not a three-year series.

The city engineer reported that $108 million, or 43.6%, of the first $250 million tranche from the 2023 bond had been spent, with a goal of spending at least 85% by November 2027. Lessons for future delivery include starting feasibility studies and design procurement earlier, providing additional support to departments and nonprofit partners, and improving project monitoring. Staff discussed procurement and delivery choices such as low-bid construction and job order contracting, but no contract awards or purchasing approvals were made. The general fund forecast projected about $2.045 billion in FY 2027–28 revenue, up 2.7%, while noting operating costs—including labor, pensions, health care, and maintenance—could constrain capacity for future bond-related costs.
