# Johnston City Council Work Session - November 2, 2026

The City of Johnston City Council’s November 2, 2026 work session focused on the FY 2028–2032 Community Investment Program (CIP) and stormwater watershed priorities. Staff estimated about $7 million in general-obligation bond issuance for FY 2028, including a placeholder for a public safety building remodel and expansion, and reviewed proposed pavement, trail, sidewalk, Highway 141 interchange, and Eastern Merle Hay road projects. The interchange remains in preliminary engineering; staff said an amendment to the agreement with Snyder & Associates is expected within about six months, with an estimated $600,000–$700,000 for geotechnical work. These were planning discussions, not contract approvals or votes. Staff also reported notification of a Streets for All grant award for pedestrian-safety improvements: roughly $800,000 in grant funding toward an approximately $1 million project, with a 20% local match. Proposed improvements include HAWK signals and pedestrian crossing upgrades near schools and other community destinations; further award details were pending.

Staff presented preliminary watershed-study rankings to guide future stormwater CIP planning. Three high-priority projects were discussed, with estimated costs of about $2.6 million and $2 million for two of them; staff said stormwater projects are funded through the stormwater utility and that scheduling and funding still need to be worked out. The council also discussed pursuing grants and potential partnerships for eligible projects. No procurement awards, spending motions, or other votes were taken at the work session.
