# Hillsboro City Council Meeting: November 3, 2026

The November 3, 2026 Hillsboro City Council meeting included a work-session presentation by the 2026 Civic Leadership Academy cohort on promoting cultural exchange. After interviews with more than 97 community members and stakeholders, the cohort recommended more frequent, smaller gatherings; making the city’s cultural festival support program easier to find and potentially broadening it beyond festivals; using everyday neighborhood spaces; and developing a Community Ambassador Program. Council members welcomed the recommendations, but no funding or procurement decisions were made on them. The council also unanimously passed the first reading of Ordinance 6522, incorporating the Avenida Diaz/10th Avenue Equitable Development Strategy into the Comprehensive Plan; final adoption was scheduled for November 17.

The principal spending-related action was unanimous adoption of Resolution 2940, reapportioning about $2.6 million in existing South Hillsboro Local Improvement District assessments across phases 4 and 5 of Reeds Crossing. Staff described this as redistributing the assessments among lots—not increasing the total—and said Brookfield Properties remains the current landowner responsible for them. During public comment, a speaker alleged that public funds and a state grant had supported the Silicon Forest Partnership and raised concerns about its lobbying role and financial records; these claims were not acted on or resolved during the meeting. The city manager also reported that construction had begun on the Cloud Nest public-art sculpture at Shoot Park, by artist Becky Borland, with completion expected by year-end; no project cost or procurement vote was stated.
