# City of Flagstaff City Council Meeting - November 3, 2026

At its November 3, 2026 meeting, the Flagstaff City Council approved a $201,769.99 cooperative purchase from Titan Power to replace City Hall’s two uninterruptible power supply systems, including installation and removal, using a City of Phoenix contract (No. 4701010748). Council also approved a settlement with Standard Construction Company, Inc.; the settlement amount was not stated. By Resolution 2026-54, the council authorized the city manager to approve affordable-housing incentive agreements from $100,000 up to $1 million using the Housing Division’s existing incentive policy and annual General Fund allocations—not the housing bond. Staff will notify council of formal funding requests and executed agreements; projects must meet the policy’s affordability requirements, including minimum set-asides and affordability periods.

Council approved an amendment to the cooperative purchasing intergovernmental agreement with Northern Arizona University, extending the timeline and adding Phoenix to a statewide consortium exploring a virtual power purchase agreement. The consortium represents an estimated 660,000 MWh of demand, and NAU planned to issue a solicitation in November. Staff also reported that the Rio de Flag project’s Phase 4 construction advertisement is anticipated before December 31, 2026, with construction planned to start in summer 2027; the city is pursuing additional funding. Housing Solutions of Northern Arizona’s bingo-license application was forwarded to the state with a recommendation for approval.
