# Duncanville, TX City Council Regular Meeting for November 03, 2026

The Duncanville City Council held its regular meeting on November 3, 2026. The principal procurement action was approval of Resolution RFP 26-616, awarding a solid-waste collection contract to Republic Services of Texas. The selected service package provides weekly trash and recycling collection in resident-selected 65- or 95-gallon carts, twice-monthly brush and bulk pickup, assisted collection, and monthly household hazardous-waste and electronics collection. The stated contract rate is $20.38 per household per month before applicable fees and taxes; staff estimated residents would save about $8 monthly compared with current charges. The new service is scheduled to begin October 1, 2027. Council and staff discussed cart storage, accessibility, education, ordinances, and excess-trash tags as implementation issues to address. The consent agenda also authorized continuation of the federally funded senior-meal agreement through the Dallas Area Agency on Aging, described as net-neutral or potentially beneficial to the city.

Council received, but did not act on, a proposed police-vehicle leasing program from D&M Leasing. The presentation compared a three-year lease rotation with vehicle purchases and included estimates of about $150,000 in annual lease payments for seven vehicles versus roughly $525,000 to purchase seven; council members requested further detail on costs, assumptions, and residual-value risk. Staff also briefed council on a community survey by ETC Institute, budgeted at less than $30,000, and a no-cost Greater Dallas Planning Council redevelopment-planning project for the Greenbrier Center. Reports noted progress on the city’s advanced-metering project with Performance Services, a $200,000 beautification award and $715,000 TxDOT Green Ribbon project, and a forthcoming contract for the latter expected at the December 15 meeting.
