# Post Falls City Council Meeting - November 3, 2026

The November 3, 2026, Post Falls City Council meeting included procurement and capital-financing matters. The council approved a contract with Architects West for design of the Police Department headquarters expansion, for $856,800 including a 5% contingency. The firm was selected from the city’s consultant roster after interviews and qualification-based ranking. The project is currently estimated at $14 million, with about $6.8 million allocated in the FY 2027 budget; the council expects to review design concepts and a minimum-scope option during the design process. The council also reviewed, but did not vote on, a supplemental ordinance to close an Idaho Department of Environmental Quality loan for water reclamation facility improvements. The final loan amount is $25,021,746.43 at 2.75%, with semiannual payments of $817,550.42 over 20 years and total scheduled payments of about $32.7 million. Staff will return the ordinance at the next meeting with additional information requested by council members.

The council approved the consent calendar, which included October 21–November 3 payables, August cash and investments, a final plat, and Signal Point annexation documents, and separately approved the Signal Point annexation ordinance. After a public hearing, it also approved the annexation of about 10.61 acres for Peck and Peck and assigned Community Commercial Services zoning; the applicant said road improvements had already been constructed in coordination with nearby development. The council discussed potential winter parking and unregistered-vehicle code changes, giving staff direction to develop options, but took no action on an ordinance. The appointment of Carter Cassidy to the Parks, Recreation, and Urban Forestry Commission was confirmed by vote.
