# November 2, 2026 Committee of the Whole Meeting

The City of Bettendorf Committee of the Whole met November 2, 2026. The finance director presented preliminary FY2025–26 results: revenues were about $130 million (102% of the amended budget) and expenditures about $114 million (91%), with all departments within budget. The general fund added approximately $1.86 million to its balance; the city also reported substantial balances in several other funds. No budget allocation was approved, though staff noted that available funds could be considered for future projects, debt reduction, or other priorities. The final audit presentation is scheduled for December 14.

Procurement and capital-project discussion included a public works traffic building, with a reported $425,000 CIP budget, an approximately $273,000 low bid, and a $300,000 purchase request that includes contingency; the remaining funds will be addressed in the broader year-end CIP review. Council members raised concerns that quotes for library furniture and another consent purchase had expired. Staff agreed to obtain current quotes, and the latter item was moved from the consent agenda to the regular agenda; the council also amended a vehicle-repair item so completed work would be ratified and a purchase order issued for the remaining work. These were actions to prepare items for the following night’s meeting, not final contract approvals. Separately, the council unanimously deferred a proposed subdivision replat for two weeks so staff could clarify and prepare a recordable covenant addressing accessory dwelling units, and agreed to waive the city’s 60-day consideration deadline if necessary.
