The November 3, 2026 Flagler County Board of County Commissioners meeting included several contract and property matters. The board approved the consent agenda, which included a FY 2026–27 NEOGOV contract listed at $20,963 and an amendment to the Humane Society animal-control contract. Separately, commissioners approved a $20,963 budget transfer related to animal-control services; the recorded clarification said this action approved the transfer only, not new contract terms. The Humane Society contract remains unresolved: staff and the provider are to continue negotiations, with animal control scheduled for discussion at the November 9 workshop and a future contract expected to return to the board. The board also discussed expanding eligibility for affordable-rental development under the housing plan; further coordination with Palm Coast, potentially through a joint meeting, was favored.

For Fire Station 51, commissioners reached consensus to invite an application under Florida Statute 125.38 and have staff obtain an appraisal and return with options; they did not declare the property surplus or approve a sale or lease. The station is expected to become available after the replacement facility opens. The board unanimously approved an amendment to the emergency medical services ordinance clarifying the Certificate of Public Convenience and Necessity process for ambulance providers, addressing requirements that applicants could not meet because the required study consultants were unavailable. The proposed small-county surtax public hearing was removed from the agenda and deferred to a future workshop.
