# City Council Meeting - Oct 27, 2026

The City of Liberty Lake, Washington, held a special City Council budget workshop on October 27, 2026, focused on 2027 legislative priorities and review of the proposed 2027 budget. Capital Path Consulting, whose consulting-services agreement Council had approved on October 6, presented potential priorities including state revenue backfill and flexibility, public safety and indigent-defense funding, wildfire recovery, and transportation improvements. Council members emphasized keeping the widening of Coeur d’Alene Highway among the priorities and discussed possible capital projects such as the Country Vista rebuild, Molter and Sprague improvements, a police station, and an emergency operations center; no project funding was approved at this meeting.

During the budget review, Council discussed a proposed 1% property-tax revenue increase, estimated at about $32,000 across existing properties, and requested more information on banked property-tax capacity before deciding. Staff described a proposed $30,000 allocation for developing continuity-of-operations and emergency-operations plans; it was not grant-funded at this point, and staff agreed to clarify budget descriptions. Council requested a comprehensive software inventory and total costs, including clarification of a rise in executive professional-services/software budgeting; the Place or AI service, budgeted at about $20,000, is not planned for renewal. The workshop involved no new contract awards or spending approvals. The agenda was approved 6–0, and Council planned further budget review before expected adoption in December.
