# City Council Meeting - August 27, 2026

At the August 27, 2026, City of Ridgefield Council meeting, council approved a development agreement with Blue Rock Ventures Ridgefield Holdings for a combined community and recreation center. The city expects to finance the community center at approximately $15 million, while Blue Rock Ventures will fund and own the recreation center under a 50-year ground lease; the city is to own the recreation-center improvements when the lease ends. The agreement includes a $2 million change-order threshold for further discussion, while the facility lease rate, operating and maintenance arrangements, and third-party operator agreement remain to be finalized and brought back to council. Staff said responses to an RFP for a facility operator are under evaluation, the pool has been ordered, and construction is expected to begin in early January, with completion conservatively anticipated by November 1, 2028. Council also removed the police department recruitment-campaign contract from the consent agenda so staff could work with the vendor to revise its timeline; no approval vote on that contract was reported.

Council approved the ADA transition plan, with staff to incorporate accessibility work into sidewalk repair planning and pursue relevant grant funding. It passed Ordinance 1485, updating the transportation impact-fee project list and raising the estimated Cardi Road project cost from $25 million to $75 million; the presentation also cited an increase in the applicable single-family-home fee from $5,875.09 to $10,268.41. Council adopted Ordinance 1487, imposing an immediate moratorium on applications and permits for new gasoline service stations for up to six months, with a public hearing required within 60 days. The council also approved Ordinance 1486 annexing approximately 17 acres. Public comments focused heavily on the proposed port waterfront redevelopment, traffic, wildlife, public access, and boat-launch capacity; no procurement decision on that project was identified.
