# City Council Meeting October 26, 2026

The City of Muskogee held City Council and related Municipal Authority and Redevelopment Authority meetings on October 26, 2026. The authorities and council approved monthly claims and approved agreements with Public Finance Law Group PLLC for bond counsel and Municipal Finance Services Inc. for municipal financial advisory services, covering financing of the city’s inverse-condemnation judgments. The obligations were discussed as approximately $29.25 million, with interest described as accruing at about $7,000 per day and a stated rate of 8.75%; the city expects to advance bond issuance at a November meeting, with a four-to-five-month issuance process, and is also exploring short-term bridge financing. Both service agreements passed. In other spending-related actions, the council approved a $68,600 FY2026–27 agreement with Neighbors Building Neighborhoods, approved a stormwater-equipment purchase discussed as costing about $90,000 and funded from the stormwater account, and authorized surplus property—predominantly IT hardware—to be sold or disposed of. Following executive session, it approved a $55,000 Economic Development Opportunity Fund grant for project ED-2026-24. Public commenters raised concerns about the city’s debt, outside advisory costs, and whether equipment alternatives had been adequately considered.

The council also approved a rezoning and Phase One preliminary and final plat for Legacy Park, a private mixed-use development planned for about 450 dwellings overall, with roughly 205 properties in Phase One; the developer cited an estimated $3.2 million in Phase One lot-development costs and about $9.8 million for common-area infrastructure. A final plat for Fifth Dimension Food and Fuel was also approved. The council amended the smoking and tobacco ordinance to include vaping and approved an emergency declaration, with staff citing the timing of two planned Tobacco Settlement Endowment Trust grant applications totaling $700,000. No grant award was reported for those applications.
