# Council Work Session 11/2/2026

The City of Raymore Council held a work session on November 2, 2026. Phillips Edison presented an early concept for a grocery-anchored development near Highway 58 and Fox Ridge, including an approximately 100,000-square-foot Dillon’s grocery store, about 12,000 square feet of shops, fuel facilities, outparcels, and a roughly 10-acre multifamily component. The developer cited substantial site constraints, including an estimated $3.5 million in fill, more than $750,000 for wetlands mitigation, and about $115,000 for bat mitigation, and said it may later seek city incentives after completing its budget analysis. No incentive amount or agreement was proposed, and no contract or development approval was awarded. Council members generally supported staff continuing discussions; the project’s stated target is a 2029 grocery-store opening, subject to further review and approvals.

The council also discussed municipal-election candidate filing dates after a change in state dates. Members directed staff to retain Raymore’s current schedule rather than adopt the new state dates; staff may bring forward a wording cleanup to the code later. The meeting also included notice of a November 30 meet-and-greet with MARC’s new executive director and a motion to enter executive session. No purchasing decision or formal procurement action was identified.
