# Flood Control Commission Meeting - 10/21/26

The Tulare County Flood Control Commission met on October 21, 2026. Public comment requested emergency assistance for the Deer Creek Storm Water District and raised flood risks near Alpaugh and Allensworth; staff said the county’s existing emergency declaration may support some response measures, but the commission did not take action on a separate declaration. The county is using state and local emergency declarations to advance overdue sediment-removal and channel projects more quickly, including by bypassing procurement processes where authorized. Staff emphasized that these declarations provide no additional funding, work is being paid from county resources without an expectation of reimbursement, and the county is still awaiting FEMA payments.

Staff reported on funding and infrastructure work: applications for about 30 projects have been submitted to California HCD using 2023 storm-related CDBG funding, including standardizing and replacing flood pumps. Most listed pumps are more than 40 years old; about five were replaced last year, with roughly eight to ten addressed or underway this year. FEMA funding decisions are pending for the Deer Creek–White River and Analopee Creek flood studies. Provis and Pritchard prepared an alternatives analysis for flooding in Strathmore and Lindsay; staff is awaiting the water authority’s response and is working on an agreement with Friant Water Authority for more automatic pump operation. No contract awards or procurement-related spending votes were recorded. The commission approved a resolution allowing remote attendance and selected the Government Plaza conference room for future meetings.
