# Canadian Defence Firms Urge Ottawa Procurement Reform

On November 3, 2026, the Alliance of Canadian Defence Companies (ACDC) held its first Parliament Hill Day and urged the Government of Canada to give greater weight to Canadian ownership, intellectual property, decision-making control, and domestic production capability in defence procurement. A survey of 49 firms found that more predictable demand would encourage many to hire, develop capabilities, expand capacity, and increase research and development. No contract awards, funding amounts, or implementation timelines were announced.

- Contractors can assess how clearly they demonstrate Canadian ownership, control of intellectual property and decision-making, and domestic delivery capacity—the factors ACDC advocated prioritizing.
- Predictable demand could influence firms’ investment, hiring, and capacity decisions; procurement professionals should account for this industry feedback when considering procurement approaches and supplier capacity.
- The proposals are advocacy, not stated procurement requirements. Contractors should track whether the Government of Canada adopts them; the signals identify no specific implementation process or deadline.
