# 11/02/2026 Land User/Transportation Committee

The City of Federal Way Land Use and Transportation Committee met on November 2, 2026. Its main procurement-related action was to unanimously forward approval of the SR 99/South 373rd Street roundabout and access-management project to the November 17 consent agenda. Reed Trucking and Excavation, Inc. was identified as the lowest responsive, responsible bidder, with a bid of $6,371,272.12 and a 10% contingency of $637,127.21, for a maximum contract amount of $7,008,399.33. Available project funding and estimated expenditures were each approximately $9.2 million. The city did not receive a requested $1 million state legislative appropriation; staff said the revised funding plan includes a $2.8 million Transportation Improvement Board grant and a $2.425 million transfer from the restricted Fund 306 capital streets program. Construction is anticipated to begin around the start of 2027 and take approximately one to one-and-a-half years. Committee members supported keeping the project on the city’s legislative agenda and discussed asking the mayor to write state legislators about the city’s contribution to work on a state route.

The committee also unanimously forwarded the preliminary 2027 asphalt overlay program and authorization to bid. Staff estimated total expenditures at about $4.9 million, compared with approximately $4.4 million in available funding; the street list remains preliminary, and staff will return for authorization to award a contract. Public comment urged the city to coordinate safety improvements, such as crossings and speed management, with resurfacing work. Other actions included forwarding a development agreement for the Church of Jesus Christ of Latter-day Saints Tacoma Temple, which provides a $200,000 contribution to the SR 99/South 373rd safety project, and advancing a five-year Lakehaven Water and Sewer District franchise extension. The committee also forwarded a citywide parking-code amendment responding to state legislation; the sign-code discussion was an update seeking direction, with revisions expected in early 2027, not an adopted policy change.
