# 10/15/26 RTM Ordinance Drafting Committee on AETSD's

The Town of Fairfield RTM Ordinance Drafting Committee met on October 15, 2026, to organize its work on revisions to the ordinance governing automated traffic enforcement safety devices. Members elected Eric Tik as chair unanimously, selected Betsy Elrich as vice chair, and elected a secretary. The committee set a goal of completing its work by January so revisions could proceed through town attorney and other reviews, RTM consideration, and implementation before the next school year. Members scheduled additional meetings from October 22 through February 4 and agreed to collect proposed changes and questions in a shared document, while avoiding deliberations by email that could violate meeting requirements.

Discussion focused on possible ordinance changes, not adopted amendments. Topics included extending the new-site warning period from 30 to 60 days and the appeal window from 10 to 30 days; improving the frequency and detail of public reporting; clarifying data privacy, retention, deletion, and possible auditing safeguards; and reviewing fee structures, including whether fines should vary by speeding severity. Members also identified questions for the town attorney about the committee’s authority over device locations, operating hours, and restrictions on data use. The committee noted that some matters may fall under state or other local authorities. Axon and vendor-contract terms were mentioned as issues to investigate, but no contract award, purchasing decision, budget allocation, or procurement action was identified.
