At the City of Fort Smith Board of Directors regular meeting on November 2, 2026, the board approved a revised one-year professional-services agreement with Arcadis for wastewater consent-decree program management, not to exceed $2,256,000; the vote was 4–3. Staff said negotiations reduced the proposed fee by $218,000. The board also approved a negotiated contract with Goodwin and Goodwin for the 2023 SSA remedial-measures project for $5,060,105.50, $440,700 below the original bid, with 120 additional contract days (5–1, with one abstention). Three consent-decree resolutions were approved: an Inliner Solutions contract for $3,441,442.90, a Half Associates engineering-services agreement for $106,610, and a Forceprint change order for $684,184 plus 89 days. The board approved capital plans for several departments, including water, streets, sidewalks, parks, solid waste, transit, police, and fire; the parks plan passed 6–1, while the other items passed unanimously. Consent-agenda actions included a $36,157 Langford Roofing change order, a $168,076 Van Horn Construction purchase, and final payments of $79,318.99 to Steve Bean Construction and $187,685 to West Brooks Concrete Construction.

The board unanimously approved a 13.7% average pay increase for uniformed fire employees for 2027, amended to take effect January 1. A proposed $144,000 city appropriation for Pirate Island Water Park operating costs was tabled until the first December meeting for additional review of expenses, the management agreement, and possible recovery from the operator; directors and residents raised audit and accountability concerns. The board also approved several property rezonings, including one supporting development of two duplexes and another consolidating Methodist Village’s campus zoning, and removed a reversionary clause on Methodist Village property. No competitive solicitations or vendor awards were identified for those zoning actions.
