# Larimer County BOCC Work Session 11/2/26, 10 a.m. - Human & Economic Service Area

Larimer County Board of County Commissioners work session on the Human & Economic Health Service Area, November 2, 2026, reviewed the draft 2026–2032 Housing Action Plan. The plan follows a regional housing needs assessment completed with Fort Collins and Loveland, with Larimer County contributing matching funds and Root Policy conducting the assessment. Key findings included 54% of renters being cost-burdened, a shortage of more than 9,000 rental units for households below 50% of area median income, and a total estimated need of 17,897 rental and ownership units to catch up and keep pace through 2035. Strategies cover rental assistance, housing preservation, affordable housing supply and capital, land-use updates, regional coordination, and annual reporting. The plan will be posted for 30 days of public comment, then return for a proposed adoption hearing on December 7; if adopted, it would be submitted to the state. No procurement awards or spending motions were made.

Discussion of funding focused on existing and potential mechanisms rather than new BOCC approvals: Proposition 123 targets, private activity bond allocations, and leveraging state and other grants. Staff clarified that recent state legislation changed the county’s Proposition 123 calculation, setting a 30-unit target for the current cycle, and allows qualifying developments using county-awarded private activity bonds to count toward the target. A commissioner also referenced Fort Collins’ Urban Renewal Authority approving a $1 million loan for a housing project, contingent on securing additional funding; this was not a county action. Commissioners discussed the status of home-share programming and mobile-home-park preservation zoning, and staff noted the plan’s regional housing dashboard and coordination role. The county manager also reported that recruitment for the Human & Economic Health director position is being prepared, with timing still to be determined.
